The Real Estate Service Act provides that :&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;“ &lt;u&gt;SEC. 20. Registration Without Examination&lt;/u&gt; - Upon application and payment of the required fees, the following shall be registered, and shall be issued by the Board and the Commission a certificate of registration and a professional identification card without taking the prescribed examination:&lt;br /&gt;&lt;br /&gt;(a) Those who, on the date of the effectivity of this Act, are already licensed as real estate brokers, real estate appraisers or real estate consultants by the Department of Trade and Industry (DTI) by virtue of Ministry Order No. 39, as amended: Provided, that they are in active practice as real estate brokers, real estate appraisers and real estate consultants, and have undertaken relevant CPE to the satisfaction of the Board….(full text below)&lt;br /&gt;&lt;br /&gt;…and it is also guided by the provisions of the proposed Implementing Rules and Regulations of the Real Estate Service Act of the Philippines, as follows:&lt;br /&gt;&lt;br /&gt;&lt;b&gt;II. Registration Without Examination&lt;/u&gt; - Upon application and payment of the required fees, the following shall be registered, and shall be issued by the Board and the Commission a certificate of registration and a professional identification card without taking the prescribed examination:&lt;br /&gt;&lt;br /&gt;&lt;b&gt;1.)&lt;/b&gt;Those who, on the date of the effectivity of R.A. No. 9646 or as of 31 July 2009, are already licensed as real estate brokers, real estate appraisers or real estate consultants by the Department of Trade and Industry (DTI) by virtue of Ministry Order No. 39, as amended, provided that they are in active practice as real estate brokers, real estate appraisers and real estate consultants, and have undertaken relevant Continuing Education (CPE) to the satisfaction of the Board; Provided that the following practitioners shall be allowed to register:&lt;br /&gt;&lt;br /&gt;&lt;b&gt;a.)&lt;/b&gt; Any active licensee who has secured or earned fifteen &lt;u&gt;(15) CPE&lt;/u&gt; credit units; &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;b&gt;b.)&lt;/b&gt; Those who failed to renew as of 31 July 2009 but have secured or earned twenty-four &lt;u&gt;(24) CPE&lt;/u&gt; credit units;&lt;br /&gt;&lt;br /&gt;&lt;b&gt;c.)&lt;/b&gt; Those who have passed the May 2009 licensure examinations given by the DTI but failed to obtain their license upon the effectivity of the Act and have secured or earned twelve &lt;u&gt;(12) CPE&lt;/u&gt; credit units; &lt;br /&gt;&lt;br /&gt;&lt;b&gt;d.)&lt;/b&gt; Those who have passed the May 2008 licensure examinations given by the DTI but failed to obtain their license upon the effectivity of the Act and have secured fifteen &lt;u&gt;(15) CPE&lt;/u&gt; credit units;&lt;br /&gt;&lt;br /&gt;Provided finally, that real estate practitioners falling under the above-described categories who fail to comply with the necessary CPE requirements within two (2) years after the effectivity of the Act, or on or before 31 July 2011, shall be required to take the licensure examination.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;&lt;u&gt;REAL ESTATE SALESPERSONS BASIS FOR Continuing Education Program (CPE)&lt;/u&gt;&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;&lt;b&gt;( Rule III, Sec. 31, Proposed IRR-RESA)&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;“&lt;u&gt;SECTION 31. Supervision of Real Estate Salespersons&lt;/u&gt;. For real estate salespersons, no examination shall be given, but they shall be accredited by the Board, provided that they have completed at least two (2) years of college and have undergone training and seminars of at least twelve &lt;u&gt;(12) credit units&lt;/u&gt; in real estate brokerage and as may be required by the Board. x x x x x x”&lt;br /&gt;&lt;br /&gt;This provision also provides that attendance in training and seminars will be required for real estate salespersons of at least twelve &lt;u&gt;(12) credit&lt;/u&gt; (PAREB) held the Visayas Local Board Presidents, Officers and Members Orientation and Leadership Training (LBP) on February 8, 2010, Monday at 8:30AM to 5:00PM at Sarrosa International Hotel&lt;br /&gt;&lt;br /&gt;Highlight of the training was the talk delivered by REALTOR® Asuncion “Shonee” Henry, NAR President’s Liaison to the Philippines, who spoke about the National Association of REALTORS® (NAR USA), its relationship with PAREB and how it can be further strengthened by participating in its programs such as the CIPS (Certified International Property Specialist). She also encouraged all participants to introduce themselves and their expertise so that she may continue to liaise with us.&lt;br /&gt;&lt;br /&gt;PAREB National officers such as REALTOR® Emmanuel Bocaling, REALTOR®   Daphne Bereciarte, REALTOR® Ariel Martinez and REALTOR® George Sanchez also talked on various topics such as PAREB Thrust for 2010, Membership Policies under PAREB, Duties and Responsibilities of a Leader, MLS/RPMLX, Pareb REALTOR® Center, Parliamentary Procedures.  PAREB Chairman REALTOR® Tom Academia welcomed the participants and REALTOR® Past PAREB President Herbert Buot gave an inspirational message about Leadership.&lt;br /&gt;&lt;br /&gt;The event was capped by the record payment and pledges of being LIFETIME MEMBERS of PAREB by a total of 26 REALTORS at the amount of P260,000!&lt;br /&gt;&lt;br /&gt;There were 22 participants from PAREB-Cebu REALTORS® Board, 9 from Mactan Mandaue Bridge Cities REALTORS® BOARD (MAMAREB) and 2 from Negros Occidental REALTORS® Board, Inc. (Pareb-Cereb) president Emily Cabillada said 2009 has been a good year for the real estate industry despite the effects of the global financial crisis on some overseas Filipino workers (OFWs).&lt;br /&gt;&lt;br /&gt;“In fact, 2009’s performance in terms of sales is better than that of 2008,” she said.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Sales increase&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;She estimated an average of 10 to 15 percent increase in sales in Cebu last year, although she said some developers doubled their sales compared to 2008.&lt;br /&gt;&lt;br /&gt;Cabillada attributed the increase to easy payment schemes through banks and Home Development Mutual Fund (Pag-Ibig) and a huge number of buyers coming from the&lt;br /&gt;OFW sector.&lt;br /&gt;&lt;br /&gt;The Bangko Sentral ng Pilipinas (BSP) has announced that the money sent home by Filipinos working abroad rose to a monthly record of $1.5 billion in October 2009.&lt;br /&gt;&lt;br /&gt;This brought the 10-month level to $14.3 billion, representing a 4.5 percent year-on-year growth.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Remittances&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;The BSP said that OFWs sent more money to their families whose properties were damaged by typhoons Ondoy and Pepeng.&lt;br /&gt;&lt;br /&gt;Major remittances for January to October came from the United States, Canada, Saudi Arabia, Britain, Japan, Singapore, United Arab Emirates, Italy, and Germany.&lt;br /&gt;&lt;br /&gt;Cabillada said that a lot of OFW buyers of real estate in Cebu are based in the US.&lt;br /&gt;&lt;br /&gt;At the same time, the locals compose a good market for low-end to mid-end housing projects, she added.&lt;br /&gt;&lt;br /&gt;“There are many people who want to invest in condominiums, for instance, because they can have them rented or use them personally. Cudis&lt;br /&gt;&lt;br /&gt;Published in the &lt;a href="http://www.sunstar.com.ph/cebu/nominations-body-draft-resa-rules-0"&gt;Sun.Star Cebu newspaper on December 12, 2009&lt;/a&gt;.&lt;br /&gt;&lt;br /&gt;AS SOON as the implementing rules are out next year, the Professional Regulation Commission (PRC) will regulate and supervise the real estate services instead of the Department of Trade and Industry (DTI).&lt;br /&gt;&lt;br /&gt;Real estate practitioners have yet to come up with the guidelines to carry out the Real Estate Service Act of the Philippines (Resa).&lt;br /&gt;&lt;br /&gt;The PRC began last month gathering nominations from the real estate industry on who will form the Professional Regulatory Board of Real Estate Service that will draft the implementing rules and regulations of the Resa.&lt;br /&gt;&lt;br /&gt;Emily Amie Cabillada, president of the Philippine Association of Realtors Board Inc.-Cebu Realtors Board Inc. (Pareb-Cereb), said the board will be created this month or early next year.&lt;br /&gt;&lt;br /&gt;President Arroyo signed Resa into law last June 29.
